Frank L. Chen is the Chief Operating Officer (COO) of Ace Vision Group.
Before being named COO in June 2024, Frank was President of Santen Ventures, Inc., where he was responsible for operations, business development and investments in best-in-class biotech startups. He has invested in various companies and achieved multiple exits.
Beginning his career in clinical care, Frank witnessed the transformative impact of new therapies on patient lives and knew he wanted to spend his career around innovation. This inspired him to spend nearly a decade at Johnson & Johnson in medical device development, honing his expertise in lean six sigma. He then transitioned to business consulting, assisting top pharmaceutical companies with technology transformation, digital marketing, and commercial readiness.
As a former board member for Ace Vision Group and seeing the life-changing impact of Laser Scleral Microporation Therapy, Frank decided to return to Ace Vision Group in order to help bring this innovative technology to patients.
Frank holds a B.S. in physiology and neurology from the University of California, San Diego and an MBA from the University of Southern California, Marshall School of Business.

Tsuyoshi (Josh) Chiwata, MS, is a Director within in Santen Venture Management at Santen Pharmaceutical Co. Ltd., one of the world’s leading specialist ophthalmic pharmaceutical companies, founded over a century ago. Mr. Chiwata has a Master’s degree in Chemistry from Kyushu University, and has spent more than a decade in business development in pharmaceutical and life-science industries. In addition, Mr. Chiwata spent seven years with the Japanese firm, JAFCO Co. Ltd, where he engaged in a variety of opportunities for evaluation and investment in biotechnology and pharmaceuticals.

Dr. Lin has expertise in refractive lasers, algorithms and experience in the medical device industry. As CMA, he will help drive Ace Vision Group's device development, the company said in a statement. After medical training at McGill University in Montreal, Canada, followed by an ophthalmology residency, Dr. Lin completed two years of postgraduate corneal training at Pacific Medical Consultants in San Francisco and Louisiana State University (LSU) in New Orleans.
In 1989, Dr. Lin returned to Vancouver and set up one of the first excimer laser centers in Canada, where he has been specializing in laser refractive procedures.

Dr. Dagny Zhu, MD, is a board-certified ophthalmologist specializing in cornea, cataract, and refractive surgery. She graduated Summa Cum Laude from UCLA with a full tuition Regent’s Scholarship and received her MD from Harvard Medical School. She then completed her residency at USC/Doheny Eye Institute and her fellowship in cornea and refractive surgery at Bascom Palmer. She is currently Medical Director and Partner at NVISION Eye Centers in Rowland Heights, California and also serves as Clinical Preceptor in Ophthalmology for Western University College of Osteopathic Medicine and clinical faculty for the Los Angeles County + University of Southern California Department of Ophthalmology. Dr. Zhu serves as medical advisor to multiple ophthalmic companies, lectures to her peers nationally and worldwide, and leads cutting-edge clinical research studies in presbyopia-correcting technologies. She has been featured in over 300 presentations, publications, and press features including Forbes, The Today Show, and CNN.
